So i took the new rv out with the family and at the end of the overnight stay at the campground still getting used to rving i saw there is a black stain on the outside of the water heater.

The only time they would cause soot is if the propane is burning without the require air mixture.
They do not produce soot when operating correctly.

Propane furnaces normally burn clean.
The water heater was only on gas for a few hours the next morning i noticed the side of the tt was covered in soot.
Build up or debris can get caught in the burner disrupting the proper flow of gas.
